Where has the sensitivity been called into question? I'll happily run any tests and show results if you like! They work fine on our Audiolab 8000a which is rated at 60watts, I haven't got a smaller amp in the office to test on unfortunately. This is the first time I've heard any complaint about sensitivity.
I'm currently running a pair of B&W DM2's which are being driven by an Amptastic Mini-T chip amp (20wpc) which itself is being fed from a Classe Audio DR5 pre. Previously to the Mini-T, power amp duties were handled by a Hafler DH220 but I found the Mini-T to be so much more alive and spacious in its presentation despite its modest power output. Would the Reference 1's perform sufficiently well under these circumstances?

The ref 1's sensitivity has been called into question in other qtrs. How
did the whf team find the ref1's performance in that sector of their
review.?
