Parking Notice Charge - what are my rights?
Last month, my wife dropped her sister off to her apartment. She had 2 heavy bags. So she parked outside the building for only 2 minutes for the purpose of unloading and took the luggage into the apartment. Upon return, a PCN was slapped. It took no more than 2 minutes. The ticket was issued by UKCPS. The nearest parking spot was a few hundred yards away, and my wife is pregnant. So dragging luggage all the way was risky to the baby.
My understanding is that for the purpose of unloading, you're allowed to park your car even on double yellow lines for up to 5 minutes. This appears to be a private land (as it's UKCPS who's issued the ticket). They rejected my 1st appeal, and sent a very curt response to my 2nd appeal, saying "We have already outlined our position regarding the matter and are therefore not prepared to enter into a repeat appeal process".
Because it's so unfair, I'm planning to appeal against it & go to an independent tribunal.
