Does anybody know the reason for that or whether it was actually the BBC who declined or someone else (like Bernie)?

Last summer, BBC sport editor Ben Gallop posted a blog on BBC.co.uk re F1 2012 coverage and the deal with Sky. Many responded (8,415, total) to the blog and asked various questions/comments - including "why decline Channel 4's offer to share?" - and the BBC didn't respond.
IIRC, Ecclestone had now't to do with the BBC's sharing deal, apart from giving final approval after the BBC approached him with its 'done deal' to share coverage with Sky.

I watched this and thought what a waste (of talent). His head is in totally the wrong place, and F1 would be so much better with the iceman reinstalled somewhere. Williams 2013.
Watching Qualifying live on RTL (satellite TV) and with Radio 5 live commentary. Who needs Sky? 
If you want to watch this way, you'll have to put up with some ads, Nikki Lauda doing an Eddie Jordan, and dubbing over the English interviews. The Radio 5 commentary seems a couple of seconds ahead of the RTL TV feed, but I can live with that, or maybe now is the time for me to learn German.
PS ... What a surprising grid for tomorrow's race! The six Weltmeisters are not going to have it all their own way 
Four 'Weltmeisters' occupy positions in the first six on the grid. (1st, 2nd, 4th and 6th.)
It would be very unusual for all six World Champions to qualify in all of the top six grid positions.

BTW, don't forget:
I've already mentioned it a few times, but for those that don't have/want Sky, there's no need to miss the races that will only be shown on Sky. The simplest (Free) solution is to stream those races from RTLs (German commercial broadcaster with rights till at least 2015) web site.There's adverts, and only German commentary, but you can use R5L for comms if necessary. The site isn't geo-blocked (or at least it wasn't this season) so no need for proxy servers etc, but if you're running ad blocking software you may need to disable it.
