Cats are not native to the UK.
As I understand it, both cats and dogs are domesticated from other species, and therefore neither is a 'natural' predator, nor native to the UK. Wolves may be native to the UK, but dogs were largely if not entirely domesticated in other countries.
Dogs don't actually do that much hunting of the native fauna though.

Back to the OP.
Its all well and good trying to and putting the onus on breeders to comply and it does work but their will always be people who will breed dogs illegally. Any kennel or breeder will register a litter befor they are sold, thats the way its done. How do you regulate or police dogs that aren't? Who's going to go all out and stop every owner of a dog thats not registerd and carry it through to prosecution, its time consuming work, and lets be honest here, it will come from the tax payers pocket and i'm not to keen on that.
Chips do nothing, they are only any good if you dog runs off or its stolen and its found, otherwise they do nothing. A chip with some kind of GRP you could ativate if it goes missing would be good, but they aren't available.
Around my way their are pro dog thieves working, dog nappers who will come after a desirable dog even with its owner attached. And there are illegal breeds still in the UK, i've spotted two American Pitbulls over the last year or so.
Now we know where thoses goat gawpers got the idea.
