the article is not technical but from the above quote it seems that character regognition and lossy compression may be involved and if so this would have nothing to do with the 'bits is bits' part of things.

This "issue" is obviously not a fault since it's caused by a compression algorithm whos purpose is to make things smaller therefore changing a a 8 to a 6 is well within its design remit .. NFF (No fault found) ..
