OK, it used to be OLGA, but they have indeed had a cease and desist. They recommend alt.guitar.net newsgroup, but I tend to just google tab for a particular song - which usually takes me to ultimate-guitar.com or 911tabs.com or guitaretab.com - many of which are amalgamations from other sites and have ratings against individual versions.
You should also google powertab, which can be a useful tool for the very best, most accurate tabs, but I don;t think it's free software (though the powertabs are subsequently).

You can't - get a Variax acoustic or a harmonizer that does octave up/twelve string sim like everyody else.
