There are plenty of more worthy candidates for that dubious honour. Without mining film history and only considering filmmakers currently working, the Wayans brothers spring to mind. I find all of Michael Bay's films more offensive than Winner's absolute worst.
At least Winner's work has some cult appeal; though there was no excuse for those car insurance ads. It's also profoundly depressing to see Stephen Hawking following Winner's example....

I thought they did, a lot of the time...
I guess Hawking has to fund research one way or another. After all, the current economic climate has led to a shrinking of budgets across all subjects.

Last summer they gave him 18 months to live, so he knew his time was up anyway. I always liked him, though he did upset a few toilet cleaners in his time. He stood by his beliefs, I'll give him that.
