Round 2: last night I turned the volume up past 10 o'clock when nothing was playing, and noticed hiss / dirty noise / background noise emanating from the speakers. Is that normal, or should they be dead quiet if nothing is playing. No name speaker wire, interconnect, and power cable. Appreciate any and all views.
Yes, it's normal and varies between amps.

As Overdose stated.
It can also depend on gain. I've heard amplifiers that are near clipping at 10 - 11 and therefore 'hiss' can set in earlier. Others have no noise.
Unless it is actually intrusive/audible at during programme playback I wouldn't worry to much.
