Can I sync two different 'i' devices to the same iTunes on the same computer (iPhone + iPad) and have different subsets of music/apps etc. on each?

(I don't want to use iCloud.)

Yup, they should be recognised as two different devices when you attach them and you should be able to choose different content to go on each.
