3GS Unlocking

Evening all.
I've been trying to get my 3GS unlocked for a while now but every time i try the providers website says 'sorry, we can't unlock your phone at this time'
It would seem that Apple aren't supplying the codes for the moment.
Anyone know why?

Thanks BB but unfortunately its second hand.
Although its locked to Orange, many companies will provide an unlocking service for a fee(about £50), but it seems said service is offline at the mo'.
Just wondered if anyone knew why?

If you got the 3GS from a network provider, they should provide you with an unlock code for free after 12 months of ownership.
