Don't you have an option to "stick" it on top of the page? You won't have to bump it up that way.

Yes, pretty much. It'll only affect new or infrequent posters tbh.
I thought I had done something wrong or broken a rule 
I can post on existing threads but cannot start a new thread because it says ' You are not allowed to post new content in the forum ' at the top .
Is this the same for everyone
